Senior Project Leader - Utilities and Solid Waste (Maintenance – CDL A License – 1 Position) Pay $50457.00 - $82701.00 / year Employment type Full-Time Job Description Req#: 4093402 Under general supervision, performs skilled service maintenance work supervising a variety of routine and non-routine manual labor and skilled trade tasks of a specialized or technical nature. Supervision is provided to unskilled, semi-skilled and skilled workers. Senior Project Leader’s are working supervisors. In the event of a natural or man-made disaster that may threaten the area, the employee may be required to perform emergency duties as directed. Assigns and participates in work assignments and evaluation of staff. Supervises a crew of multiple components/resources to ensure completion of tasks and projects assigned. Participates in scheduling and coordination of assignments for preventive and corrective maintenance cycles of road and storm water infrastructures and assigned equipment as required. Assists in activities associated with maintaining, repairing and installing storm water drainage and road right of way structures and features. Performs special projects, research and reports relating to maintenance of road and storm water drainage areas and structures as required. Supervision of multiple groups of employees while performing assignments simultaneously at various locations throughout the county. Operates heavy trucks and equipment related to duties and assignments. Operates a vehicle in order to transport crews, equipment, and materials to and from work assignments. Reviews work accomplished at dispersed work location sites by both internal and external work crews. Keeps records on time, labor, equipment and materials. Requisitions necessary equipment, materials and personnel. Prepares work schedules and completes daily time reports. Assists in setting up methods and procedures. Investigates complaints by the public. Responsible for the training of assigned personnel and performs routine field work according to a predetermined schedule. Assures appropriate safety procedures, practices, equipment and methods are utilized in all working situations. Transports light, medium and heavy duty construction equipment and hazardous material relating to utility construction and maintenance activities. Assists supervisors with employee evaluations. Performs work related to this job description as required. KNOWLEDGE, SKILLS AND ABILITIES: Considerable knowledge of the methods, techniques, safety practices, tools, and materials used in the area of assignment. Thorough knowledge of the standard tools and practices used in general labor work. Considerable knowledge of the methods, operating rules, and equipment used in road construction, road maintenance and construction. Knowledge of the operating characteristics and maintenance requirements of construction equipment. Knowledge of occupational hazards associated with the work and pertinent safety measures and precautions. Ability to work from blueprints, rough sketches, and written and oral instructions. Ability to make time, material, and cost estimates. Ability to lay out, assign, and supervise the work of subordinates. Ability to maintain simple records. Ability to establish and maintain effective working relationships. Ability to communicate effectively. Supervisory and planning ability. Minimum Qualifications: Graduation from high school or possession of an acceptable equivalency diploma and four (4) years’ experience operating heavy construction equipment, construction and/or maintenance experience including two (2) of those years as a lead worker or supervisor. Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis. Horizontal directional drilling experience preferred. CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a valid Florida Commercial Driver's License Class "A" with a tanker, no restrictions on airbrakes. Must possess or obtain “C” Water Distribution Certification within twelve (12) months of appointment, upon area assignment. Must obtain an Intermediate Maintenance of Traffic certification within twelve (12) months of hire, and maintain the certification throughout employment in this class, upon area assignment. Must possess or obtain a Back Flow Tester and Repair Certification within twelve (12) months of appointment, upon area assignment. Physical Demands: Acceptable eyesight (with or without correction) Acceptable hearing (with or without correction) This position requires working outside in all weather conditions. Must be able to communicate both orally and in writing. Must be able to stand for long periods of time. This position frequently works with others and with machinery. Must be able to walk, lift, reach overhead, carry and stoop. Ability to lift up to one hundred (100) pounds. Ability to perform tasks requiring physical strength and endurance occasionally under adverse weather conditions. Ability to use hands to fingers; handle or feel; operate tools or controls, and reach with hands and arms.
